William D. Briscoe Jr. joined the Federal Bureau of Investigation (FBI) as a Special Agent (SA) in October 2019. Upon graduation from new agent training, SA Briscoe was assigned to the FBI Houston Division where he began working on a Health Care Fraud (HCF) Squad.
While assigned to the HCF Squad, SA Briscoe conducted HCF investigations for both federal and private insurance programs. SA Briscoe investigated matters involving illegal operation of a money service business, opioid diversion, services not rendered, medical malpractice, and more.
In May 2024, SA Briscoe transferred to a Counterterrorism Division where he began serving as the Assistant Weapons of Mass Destruction (WMD) Coordinator for the FBI Houston Division, responsible for conducting outreach, implementing countermeasures, investigating WMD crimes and acts of terrorism and providing WMD training to both FBI and public community partners.
SA Briscoe was also a member of the FBI’s Evidence Response Team (ERT) until March 2023 when he joined the Hazardous Evidence Response Team (HERT). In September 2024, SA Briscoe was selected as the HERT Team Leader for the FBI Houston Division.
Prior to joining the FBI, SA Briscoe served as a Special Agent in the United States Secret Service (USSS), from October 2016 to October 2019. While serving in the USSS, SA Briscoe conducted investigations involving financial crimes, such as the counterfeiting of U.S. currency, and provided protection to U.S. political leaders, their families, and visiting heads of state or government.
In addition to his civilian career, SA Briscoe served in the United States Coast Guard (USCG) for over sixteen years. He enlisted in the USCG in June 2008 and served on active duty until April 2013. While on active duty, SA Briscoe served as an Intelligence Specialist (IS) where he supported operations involving drug interdiction, alien migration, and illegal fishing. In April 2013, SA Briscoe joined the USCG Reserves and earned his Officer Commission in August 2014 after completing the Selected Reserve Direct Commission (SRDC) Program. As a member of the USCG Reserves, SA Briscoe deployed in support of hurricane response operations, intelligence activities, and the COVID-19 mission. In July 2024, SA Briscoe promoted to the rank of Lieutenant Commander in the USCG Reserves.
SA Briscoe earned a Bachelor of Business Administration degree in Finance from the University of Texas at Tyler and a Master of Science degree in Management with a Specialization in Intelligence from the University of Maryland University College.
