Captain David Jasper has dedicated 26 years of exemplary service to the Harris County Sheriff’s Office, having joined the force on July 6, 1999. His career is marked by his current role as the Division Commander of the Industry & Emergency Management Division within the Special Enforcement Bureau.
Career Highlights
Early Career and Training
Captain Jasper began his journey with the Harris County Sheriff’s Office by attending the Basic Academy in Class B1-2000. Demonstrating early promise, he became a member of the Harris County Emergency Response Team in 2001.
Military Service
In January 2002, Captain Jasper took a Military Leave of Absence to support Operation Enduring Freedom. He served with Marine Corps Security Forces at the Naval Base in Guantanamo Bay, Cuba, throughout 2002. His commitment to national service speaks volumes of his dedication and valor.
Return to the Sheriff’s Office
Upon his return in January 2003, Captain Jasper was assigned to The Patrol Bureau, Patrol District II. From January 2003 to May 2006, he served as a district patrol unit. His skills and leadership qualities led to his role as a Field Training Officer, a position he held from May 2006 until his promotion to Sergeant in September 2008.
Advancement and Leadership
As a Sergeant, Captain Jasper’s assignments were diverse and impactful, including roles as a floor Supervisor at 701 Detention, Classification, Recruiting, at the Academy, as an Investigator in Internal Affairs Division (IAD), and later as the Department Training Coordinator at the Academy. His unwavering dedication and expertise culminated in his promotion to Captain in January of 2025.
Current Role
In his current position, Captain Jasper oversees the Industry & Emergency Management Division, which is comprised of two key sections:
- The Field Support Section:
- K9 Unit
- Special Response Group (SRG)
- Flood Rescue Group (FRG)
- Law Enforcement Support Office (LESO)
- Office of Emergency Management
- Mobile Command
- The Maritime Tactical Operations Section (MTOS):
- Marine Unit (Maritime Security, Dive Team, and Industrial Liaison Team)
- Security Monitoring Assessment Group (SMAG)
