Scott T. Leach is the Director, Marine Operations, Air and Marine Operations (AMO), U.S. Customs and Border Protection, at AMO Headquarters in Washington, DC. AMO’s mission is to safeguard our nation by anticipating and confronting security threats through its aviation and maritime law enforcement expertise, innovative capabilities, and partnerships at the border and beyond. AMO has approximately 1,800 federal agents and mission support personnel, over 200 aircraft, and 350 marine vessels operating throughout the United States, Puerto Rico, and the U.S. Virgin Islands. AMO conducts its mission in the air and maritime environments at and beyond the border and within the nation’s interior.
Director Leach oversees CBP’s fleet of 350 vessels, ranging from small inshore riverine vessels to offshore coastal interceptor vessels, and serves as the subject matter expert for marine operations policy, strategy, and logistics. Additionally, he oversees AMO’s uniform, tactical gear, and firearms management.
Director Leach began his federal career in 1996 with the U.S. Coast Guard, where he served as a Boatswain’s Mate aboard the 270′ Cutter Campbell and Small Boat Stations in South Padre Island, Texas, and New London, Connecticut. In 2002, he joined the former U.S. Customs Service as a Marine Enforcement Officer in Fort Lauderdale, Florida, and has since served in multiple leadership positions within AMO, including Supervisory Marine Interdiction Agent at the Great Lakes Air and Marine Branch; instructor at the National Marine Training Center in St. Augustine, Florida; Deputy Director, National Marine Training Center; and Deputy Director, Marine Operations and Investigations, at AMO Headquarters.
Director Leach has floated over 8,200 underway hours on CBP vessels and has held Vessel Commander and instructor designations on multiple vessels. He holds a U.S. Coast Guard 100-ton Master Merchant Mariner Credential and is a graduate of U.S. Customs and Border Protection’s Leadership Institute.
