TASK STATEMENT # T2023-01

I. TITLE: Update of NVIC 03-03, “Implementation Guidance for the Regulations Mandated by the Maritime Transportation Security Act of 2002 for Facilities.”

II. PROBLEM STATEMENT

The Coast Guard seeks industry input, via NMSAC, on relevant updates to NVIC 03-03

III. BACKGROUND

Navigation and Vessel Inspection Circular (NVIC) 03-03, Change 2 provides clarity and guidance for the implementation of the maritime security regulations mandated by the Maritime Transportation Security Act of 2002 (MTSA). It was last updated in 2009. The Coast Guard is in the process of updating the NVIC to better reflect current security policies and procedures and is seeking’s NMSAC’s recommendations for additions, deletions, or edits.

IV. DESCRIPTION OF TASKS/DELIVERABLES

NMSAC is tasked with creating a working group to analyze and provide recommended changes to NVIC 03-03 for consideration by the Coast Guard. These recommendations may be broad subject areas that should be addressed or specific line-item edits to the existing NVIC.

V. DUE DATES

Provide findings and recommendations at the NMSAC open meeting.
